Administrative / biographical background:

Sir Richard Hopkins was born in 1880. He entered the Civil Service in 1902 as a First Division Clerk in the Inland Revenue and rose to become Commissioner in 1916 and Chairman of the Board of Inland Revenue in 1922. Sir Richard became Controller of Finance and Supply Services at the Treasury in 1927, was Second Secretary from 1928 to 1942, and Permanent Secretary until 1945 when he retired. He died in 1955.
