The 'Management Policy and Running Costs Group' inherited functions covered by the 'Financial Management; Public Services' business unit to 1988 and was created in its place in 1989. It comprised the following business units: Public Services; Management Policy and Running Costs; Staff Inspection and Evaluation Division / Management Systems and Efficiency Division; Management Systems / Operational Research; Accountancy Advice Division; Central Computer and Telecommunications Agency; Social Services and Territorial Group; Local Government Group; Treasury Officer and Accounts and Purchasing; and Central Unit of Purchasing.

Management Policy and Running Costs Group only existed during 1989. By 1990 it had been replaced by the 'Government Accounting Service Management Unit'.
