Administrative / biographical background:

'Public Services' was created in 1983 and replaced the 'Public Services Sector' that had existed from 1975. It comprised the following administrative business units: Social Services and Territorial Group; Local Government Group; Home Transport and Education Group; Expenditure Support Group; Accounts and Purchasing Group; Central Computer and Telecommunications Agency; General Expenditure Policy Group; Defence Policy Manpower and Materiel Group; and the Civil Service Catering Organisation (CISCO).

It was renamed in 1986 as 'Financial Management; Public Services'. Its title changed and simplified to 'Public Services' in 1990 and this title continued until 1996 when its functions were transferred to the new 'Spending' (Sector).
