Description:
Registry Number: UE 5152/86/77. Teleprint message SUGRA 129 about advance reparations deliveries, dated 27 October 1945. The message reiterates requests for information by telephone of any decisions reached by CORC on advance deliveries and subsequent developments. The message further states that telegrams on this subject should be sent to Sir D Waley in Paris. The message strongly opposes a proposal put forth by Koeltz at the CORC meeting on 23 October 1945 which suggested 'that if no other claimant took advantage of their rights within 15 days of announcement of availability of these factories, they would be allotted to the USSR'. 15 days are considered insufficient for lodging a claim and General Robertson's original 'proposal under which only 25% would go to the USSR and other powers would retain the right to put in bides for the remaining 75%' is preferred. Proposes informal communication to countries invited to the Paris conference of a list of plants available. Asks for this list, taking account of factories for the USSR not being available to other Allies.
