Folio(s) 187-188. Letter from Lieutenant Charles Morgan, agent for the Transport Service, reporting his arrival at Portsmouth from Gibraltar in the transport vessel Air Balloon, having with him a state prisoner, Monsieur d'Rocher [Jean-Baptiste du Rocher], formerly consul at Salé in Barbary and ambassador extraordinary to the Emperor of Morocco.The Commander in Chief at Gibraltar had ordered Morgan, on arrival at Portsmouth, to seek the Home Secretary's instructions on what to do with the prisoner. Mr Raleigh, Secretary to the Government at Gibraltar, had advanced him the prisoner's subsistence to the end of October at the rate of 9 shillings per day. Morgan had found this insufficient and asks for the allowance appropriate to the entertainment of persons of Du Rocher's rank.
