The Blackburn, Burnley, Accrington and Colne Extension Railway Company was incorporated under the East Lancashire Railway Act of 30th June 1845.

Section 39 of this act provided for the company to be sold or leased to the Manchester, Bury & Rossendale Railway Company. In 1840, this consolidation of the Manchester, Bury & Rossendale Railway Company took place. The name of the united company was changed to the East Lancashire Railway Company, as stipulated in section 40 of the act of 1845.
