Sleeping sickness: transmits a memorandum from W H Power, Principal Medical Officer, attributing the spread of trypanosomiasis in the Congo to trade and the movement of 'natives' and discussing proposals to arrest infected persons and incarcerate them in already infected districts in an attempt to check the spread of the disease.
