The records in this series concern advice to the Industrial Policy Group on industrial structure and performance, including: National Economic Development Council (NEDC) and sectoral committees and National Economic Development Office (NEDO) estimates on industrial productivity; industrial aspects of trade policy (i.e. import controls, non-tarrif barriers) and public purchasing; industrial visits briefings; meetings with industrialists and trade unionists; industrial implications of public expenditure and other macro-economic policies; industrial sectors not elsewhere allocated in the HM Treasury; cross sectoral issues such as productivity, investment, finance, industrial assistance statndards and other aspects of industrial performance; Office for Economic Cooperation and Development (OECD) positive adjustment and industrial committees; industrial policy briefing. These issues were covered in the IPP file prefix.

Administrative / biographical background:

The Industrial Policy Group was created under the Domestic Economy Sector in 1981. The Industrial Policy Group had two Divisions: the Employment and Pay Division covering public sector pay and pensions, expenditure on employment and training measures. The Industrial Economics Division which covered industrial policy and its relation to general economic policy.

The Conservative Government policy for industry from 1979 to 1997 was characterised as a 'laissez faire' approach which had the effect of reducing nationalised industries of the 1960s and 1970s and encourging private industries.
