In January 2009, the retired judge Sir John Chadwick was appointed by HM Treasury as an independent adviser to the Government in relation to its proposal to establish a fair ex-gratia payment scheme in response to the Report of the Parliamentary Ombudsman on her investigation into the prudential regulation of Equitable Life. In August 2009 Sir John Chadwick issued an interim report. On 16 July 2010 he issued his Advice to Government, and on 22 July 2010 the Government published that Advice and the material appended to it.
