Administrative / biographical background:

The Organisation and Methods Division was formed to investigate and make recommendations relating to the day-to-day work of divisions and continued its activities after the merger of the Ministry of National Insurance with the Ministry of Pensions in 1953.

The Regional Organisation Committee exercised an overall control in the planning of the Ministry of National Insurance and the implementation of legislation. Working parties were formed initially to consider the organisation and procedure required to bring into operation the work of the new department. This committee continued and further working parties considered problems arising in the implementation of the provisions of the National Insurance Act 1946 and subsequent legislation.
