Administrative / biographical background:

The New Forest in Hampshire was, until 1969, independent of the South East Conservancy, having its own deputy surveyor. It covers a large area of wooded and other land, and the inhabitants remain some privileges which have been traditional since the middle ages. The New Forest Act 1949 required the commission to prepare plans, for deposit in the Public Record Office, showing those properties to which rights of common were attached.
