This series consists of files from the OM registered series relating to the investigation of organization and methods of office procedures, including statistical returns, the use of office machines and appliances with a view to the promotion of efficiency and economy, the design and redesign of new and existing forms, the application of new management techniques, filing schemes and departmental organisation and structure.

Secretarial work of the Staff Suggestions Committee of the Departmental Whitley Council is also included.

Administrative / biographical background:

The Organisation and Methods Branch of the Ministry of Transport (and later the Department of the Environment) had its origins in 1944 following the publication of the sixteenth report of the Select Committee on National Expenditure Organisation and Control of the Civil Service.

This recommended, among other things, the establishment of organisation and methods sections in those Ministries which did not already have them. Prior to this, organisation and methods work for the Ministry had been carried out by the Establishment Officer's Division of the Treasury (renamed the Treasury Organisation and Methods Division in 1941 following a huge increase in its work as a result of the Second World War).

As far as can be ascertained from surviving records, the Branch was originally known as the Organisation and Methods Branch of Training, Organisation and Methods before being renamed the Organisation and Methods Branch of Organisation and Methods Training and Office Services in 1949. It retained this title until July 1985, except for a brief period in 1971 following the creation of the Department of the Environment when it was known as the E3 Branch.
