Description:

This series contains policy and case files of the Highways R and Highways General Divisions of the Ministry of Transport. The files relate to trunk roads in the West Midlands and to special roads and motorways radiating from London other than the main long distance motorway network. The prefix HR was first raised by Highways R Division in 1962 following a re-organisation of the Highways and Traffic Directorate.

Administrative / biographical background:

The Highways R Division, was established in 1962, as a headquarters division operating on a geographical basis, responsible for administrative work on special roads in the Midlands linking the main north-south motorways. It was also responsible for special roads and motorways radiating from London other than the main long distance motorway network.

The division was dissolved in 1964 with the re-organisation of highway functions but the prefix and much of the work continued in Highway General Division. Other areas of its responsibility were divided among General Planning Division, Special Roads A, Special Roads B and the Divisional Road Engineers.
