The Highways Land and Development Division (HL) and the Highways Land and Legal Division (HLL) have their origin in the Highway Law Consolidation Branch of the post-war Ministry of Transport which under the Highways Administration Division, became the Highways Land and Closures Division in 1956. The Highways Land and Development Division was a product of the re-organisation of the Highways Branch on a regional basis in 1960 and it later emerged as Highways Lands and Legal Division under a further rearrangement in 1964. It continued to exist under this title within the Department of the Environment after 1970, although some of the work is now carried out by Regional Offices and Road Construction Units. |
