Description:

This series was opened by the Highways Policy Division of the Ministry of Transport in 1965 and incorporates files from earlier series. The files deal mainly with rules governing the issue of grants to Highway Authorities for the construction and improvement of classified roads and bridges. Some files in the series also relate to classified roads policy and administration, including road tolls, route classification, maintenance and minor improvements.

The Division's files were registered under the prefix HPA and included re-registered files from the HB, HC, HN and UPC series.

Following the absorption of the Ministry of Transport into the new Department of the Environment in 1970, the Highways Policy Division was dissolved and HPA files re-registered under the prefixes CL, HMA and URPB.

Administrative / biographical background:

Highways Policy Division, created in 1965, was responsible for policy covering the issue and conditions of grants to Highway Authorities for the construction, maintenance and improvement of classified roads and bridges under the Highways Act 1959 and in London under the Development and Road Improvement Funds Act 1909 (and subsequent amendments). It also dealt with general matters relating to classified roads and was responsible for route classification together with valuation of land for grant, rehousing questions arising from classified road schemes and planning blight policy on classified roads.

On trunk roads the division was responsible for the maintenance and minor improvement programme, and for policy on winter maintenance, street lighting and various other matters. The division was also responsible for departmental policy on national parks and access to the countryside.
