British Railways Engineering Ltd (BREL) was established in 1970. It was a company subsidiary to the British Railways Board. The company inherited the Board's responsibilities for engineering workshops and for the repair and maintenance of existing locomotives, but it was charged at the same time with the development of commercial opportunities.

A commercial department was set up to obtain orders for railway rolling stock, freight containers and general engineering. A joint company, BRE-Metro Cammell Ltd, was formed with Metro-Cammell Ltd to promote export sales. BREL also became a member of the Railway Industry Association.

In 1989, British Railways Engineering Ltd (BREL) became an independent company.
