The Beveridge report (1942) had recommended measures to co-ordinate more effectively the fragmented hospital and general practitioner services. The National Health Service Act (1948) vested in the Minister of Health the vast majority of both municipal and voluntary hospitals, and provided for the setting up of regional hospital boards. |
