Administrative / biographical background: |
Frank Hollins (1907-1967) joined the Ministry of Food when it was set up in 1939 on loan from his previous employment as one of His Majesty's Inspectors of Schools. He was Director General of Food and Agriculture in the Control Commission for Germany between 1944 and 1946, after which he returned to the ministry. He became under secretary in 1950, and subsequently an under secretary in the new Ministry of Agriculture, Fisheries and Food (still dealing with food issues) when it was formed in 1955. He left the ministry in 1961 to become Managing Director of the Covent Garden Market Authority. Sir Edmund Harwood (c.1900-1964) joined the Ministry of Food when it was set up in 1939 on loan from his previous employment in the Paymaster-General's Office. He served with the ministry 1939-1946 and 1948-1955 where he became an under secretary in 1953, (the interval being spent as Civilian Director of the Imperial Defence College). He left the Ministry of Agriculture, Fisheries and Food in 1959 when he became a member of the Milk Marketing Board. Sir John Winnifrith (1908-) was permanent secretary of the Ministry of Agriculture, Fisheries and Food between 1959 and 1968, and the minutes and papers of meetings between the Permanent Secretary and his under secretaries relate chiefly to his period in post. He joined the ministry from his post as third secretary in HM Treasury, a department he joined in 1934 having spent two years in the Board of Trade. |
