Copy letter from Walter Brown, Lord Provost, Edinburgh, to the Navy Board on the subject of correspondence about the western pier at Leith and Mr Chapman's plan. Work on the eastern pier would not make an improvement without work also on the western pier. Lord Melville has been a party to the whole transaction. At a meeting of the Commissioners of the Dock and Harbour at Leith, two propositions were made. One was to await the result of the application made through Lord Melville and the other was to remove all doubt as to the efficacy of the plans, an engineer of eminence, not hitherto consulted, should be appointed to examine and report on the subject. Neither proposal was agreed at that time. Ask for agreement to the nomination of a neutral engineer, and point out the urgency of having the outstanding matters settled. Enclosure. |
