Letter from Dr Kay [James Phillips Kay, Assistant Poor Law Commissioner] at Cromer, [Norfolk], to the Poor Law Commission, stating that he does not feel competent to enter into the legal questions raised in Stephen Clissold's remarks on their letter to Mr Storry.
