| Folios 224-231. Letter from Harry White, Clerk to the board of guardians, [Blything Poor Law Union], to the Poor Law Commission, enclosing a copy of the plan of the workhouse with alterations in red ink which the board of guardians thinks necessary for classification. He is also directed to enclose a copy of a resolution passed at the Board meeting on [17 August 1835] that the Poor Law Commission should be reminded that the Board wishes 'that the parishes of Kelsale, Carlton & Dunwich should pay down a fixed sum upon their joining the Union', and that if the Commission agree with this, that the same principle be applied to expenses incurred by the alterations to the Workhouse, to lessen the amount of the rate needed to be raised. He also encloses: a report of the Review Committee for the Rules and Regulations, the Assessment of the union for the three years ended March 1834, the [Poor Law Commission] Rules and Regulations for the management of the poor in the workhouse. All these have been approved by the board of guardians. The Review Committee to revise the Rules and Regulations issued by the Poor Law Commission was chaired by Sir Thomas Gooch and the following were present: The Reverend Thomas Sheriffe, the Reverend Stephen Clissold, John Foreman, Thomas Freeman, John Lay, Jonathan Howlett, Isaac Spelman, and John Rockhill. Proposed changes to the Rules include: That no more than four days should elapse before a [physical] examination on entering the workhouse. That inmates should have their hair cut. That man and wife, and mother and children should be separated. That a warden should be assigned to all women who have bastard children, and that they should wear special clothes. Annotated: No. That no pauper shall be allowed to leave the workhouse without permission from the Board's weekly meeting. That certificates be required for all children under 16 admitted. Annotated: 'Cannot make persons give certificates which are expensive'. That columns for sugar, molasses and sundries should be added to Form C. Annotated: no. That the Commission be asked to suggest forms of profitable improvement to the employment of the poor in the workhouse. Annotated: suggest hand mills. Annotated: to be referred to Mr Mott [Assistant Poor Law Commissioner],for reconsideration and the adaptation of the amended rules.
