Content: Folios 194-198. Letter from Dr Kay [James Phillips Kay], Assistant Poor Law Commissioner, to the Poor Law Commission, requesting answers to the important questions submitted to him by the board of guardians of the Mitford and Launditch Poor Law Union. He refers to a letter dated 26 September 1837 from the clerk to the guardians asking for an opinion on the questions stated in the enclosed letter from Mr John Leverett of East Dereham. Mr Leverett had made an application to the guardians regarding the employment of three orphan children Hannah Dunham, Jesse Margetson and [---- Lemon] from different parishes, all under sixteen and residing in Gressenhall Workhouse, in his sack manufactory in Dereham. The guardians agreed to allow him to take Jesse Margetson but not the others. The guardians are asking Dr Kay: 1. If they refuse these two children to be employed by him would they then take on the burden of the maintenance off the several parishes where they belong. 2. Can the guardians refuse the application if it is requested by the parishes where these children belong? 3. Have the guardians the power to detain these children and others in the same situation if they request to leave the workhouse 4. Do they have full power and control of discharging or detaining as they think proper orphan children under the age of sixteen who have been admitted to the workhouse? Annotated: 1. The guardians have the power to allow the children to be employed but at the wages offered to children at the same qualification. 2. Parish officers can not interfere with the guardians sanction. 3. The guardians probably have the authority over orphan children. 4. See 3. Letter from John Leverett, East Dereham, to the board of guardians, Mitford and Launditch Hundred, dated 25 September 1837, stating he is a sack manufacturer and wants to employ more spinners. He is willing to give constant employment to the three children in question, namely Hannah Dunham, Jesse Margetson and [Lemon] at a rate of 6d-8d per day.
