Content: Folios 464-467. Letter from Richard Metcalf, Attorney to the Haworth Township Freeholders, to the Poor Law Board. He says that following an application by the guardians of the Keighley Poor Law Union, the Board made an order on 23 February 1848 requiring a survey and valuation in the Haworth Township for the purposes of assessing the poor rate. The Tithe Commissioners also issued a compulsory award relating to the payment of rents in lieu of tithes on 28 February 1849 and have convened a meeting on 10 April to appoint valuers to apportion the rent charges. The freeholders resolved to have a survey carried out under the provisions of the Tithe Act to test the accuracy of the Tithe Commissioners valuation. The freeholders would meet the cost. They proposed that the survey should also provide the valuation for the poor law rate. They have appointed Mr Merryweather of Burnley [Lancashire] to carry out the survey under the enclosed agreement prepared by Metcalf [not included]. The agreement was sent to the guardians for their approval and seal, but they refused to sign it. Metcalf has been instructed to send the agreement and a statement of the facts to the Board. He adds that the most substantial freeholders are willing to sign any guarantee the Board may require that they will meet the cost of the survey. They consider this is the most reasonable course to pursue. Merryweather is now proceeding with the survey. They ask the Board to support them in the work. A plan and copies in triplicate will meet the needs of the Board and the Tithe Commissioners and they can see no reason why both should not be agreeable to this course. He asks for reply at their earliest convenience. In a post script he suggests that the Board and the Tithe Commissioners meet to discuss their requirements. He says they are committed to the survey by Merryweather, but have not arranged for the valuation. A copy of the Tithe Commissioners' Notice is attached. This states that a meeting of owners subject to tithes on their land in the Township of Haworth in the parish of Bradford in the County of York will be held at 11 o'clock on 10 April in the Black Bull Inn for the purpose of appointing one or more valuers to apportion the sums named in the compulsory award of rents to be paid in lieu of tithes. This is confirmed by the Commissioners on 28 February 1849 and signed by [J E Hovenden], Clerk. Annotation: return the agreement and state that the Board has not issued any order to require the making of a plan as it was reported that none would be needed.
