Letter from Henry Fleming, Assistant Secretary to the Poor Law Board, to [Mathew Talbot Baines MP] President of ther Poor Law Board, referring to the evidence concerning Hills and condemning his unsatisfactory conduct. The writer suggested that a letter be sent to the guardians of the Reeth Poor Law Union expressing doubt about the suitability of the workhouse master and asking if they still have confidence in his ability to carry out his duties.
