This series consists of: (i) the five volumes and Index of the Report of the Inquiry into the Export of DefenceEquipment and Dual-Use Goods to Iraq and RelatedProsecutions (published by HMSO); (ii) the Forward by Sir Richard Scott upon the publication of the appendices to the published Report and a list of errata contained in the Report (published by HMSO); (iii) a copy of Appendix B to the Report. Although this was published by HMSO in CD-ROM format on 18 July 1996, this series contains a paper version of it, (iiii) files relating to the practical, parliamentary and constitutional difficulties encountered during the publication of the Scott Report. Publication of the Scott Report set a precedent by being presented to parliament under the Parliamentary Papers Act 1840 by three backbench MPs, rather than by the relevant Secretary of State. The release of the Scott Report and the methods for parliamentary debate of it were of huge significance and controversy at the time. It was also the first report to be presented to parliament using CD-ROM. |
