Administrative / biographical background: |
J.J. Leeming was a former county surveyor of Dorset and pioneer accident investigator. He puts forward the view in his books that the majority of drivers are reasonable and responsible people but, being human, they make mistakes. He believed that the investigation of road accidents and their future prevention was, and is, made more difficult by the judicial system which seeks to bring criminal changes against drivers, making it unlikely that drivers will co-operate openly with accident researchers such as himself. |
