Report of Visiting Justices to Gaol and Bridewell

 

Reported as follows:-

 

1. Good order and management.

 

2. Alterations made to female bridewell, having added two wash houses, a drying room, a receiving room with sleeping cells over, and a coal shed on front of the gaol, the latter saving expenses in coal carrying.

 

3. Number of prisoners committed reduced by one third compared to previous year.

 

4. Recommended purchase of "spot of land" at western end of gaol, adjoining the railroad.

Reported completion of receiving-room, and also coal shed, the latter effecting a saving of £20 p.a.

Chaplain's report

 

1. Reported excellent discipline.

 

2. Committals reduced from 788 in 1833 to 549 this year.

 

3. Juvenile offenders attending Sunday School have been enabled to read fluently before discharge.

 

4. Two services with sermon held each Sunday.

 

Surgeon's report

 

1. Reported prisoners generally healthy, but several cases of fever during last three months, but no fatalities.

 

2. Peter Mahon, convicted of misdemeanour, attacked with "virulent venereal opthalmia in March last" which did not yield to "usual treatment" resulting in loss of his sight.

 

3. Greatest number in infirmary at any one time was four.

 

Chairman reported no alteration in number of officers or their respective salaries.

Weights and measures

 

Two copies of "Imperial Standard Weights and Measures" to be established, one for east division at Lostwithiel and one for west division at Redruth. Two inspectors appointed:- Mr. John Parkin (east) and Mr. Josias Phillips (west). Weights and measures at Lostwithiel have been stamped at Exchequer. New set of weights and measures to be procured, duly stamped, for Redruth. Stamps to be procured for stamping all weights and measures in county. Inspectors to tour their own division "for the convenience of such persons as may wish to compare their weights and measures with the legal standard", advertising times and places at which they will attend, in such a way that no-one will need to travel more than ten miles from his residence.

John Coe's tender accepted for conveyance of prisoners from Truro to Bodmin at following rates:- 10s. for first prisoner, and 5s. for every other prisoner. Two year contract to be entered into, but to be annulled "for misbehaviour" or at three months' notice from the court, also subject to two sureties of £20 for delivery and good treatment of all prisoners.

 

Edward Martin committed for want of sureties in breach of peace against Jonathan Hodge: to remain in bridewell until next sessions.

 

Abraham George and James Jenkin, both of St. Germans, labs. indicted for obtaining money under false pretences: A.G. transported for seven years. J.J. received twelve months' hard labour in Bodmin gaol.

Following Act concerning repair and enlargement of county gaols and for procuring information about them, J.P.s enabled to contract with J.P.s of any town borough of liberty for maintenance of prisoners from that borough or liberty.

Committee of magistrates requested to meet at Bodmin on Tuesday 9 Dec. next at noon to consider providing suitable accommodation for judges and justices at Bodmin Assizes. Committee to be Lord Eliot, Sir William Trelawny, Mr. Pendarves, Sir William Molesworth, Sir Charles Lemon and any other justices "who may find it convenient to attend."

Liquor licences

 

Appeal by John Hart of Week St. Mary against refusal of justices at licensing meeting held at Tree Inn in Stratton on 2 Sep. last, to grant him a liquor licence for his house, the New Inn in Week St. Mary: refusal reversed. Licence granted for liquors to be consumed in the house provided that "he do not fraudulently dilute or adulterate the same," nor use any illegal measures, nor permit drunkenness, disorderly conduct, gaming, nor allow any liquor to be carried out of his premises during hours of divine service. Licence in force until 10 Oct. next, provided that J.H. in meantime does not become a sheriff's officer.
