Administrative / biographical background:

Includes the records of Houghton le Spring Local Board of Health which came into being in 1854. The Urban District Council was established in 1895, under the Local Government Act of 1894, and inherited the functions of the Local Board. The Urban District Council was abolished in 1937 and a new extended Houghton le Spring U.D.C. created which included Morton Grange, Newbottle, Penshaw and West Herrington Civil Parishes, formerly part of Houghton le Spring Rural District Council.

In 1964 part of the Urban District was transferred to Washington New Town, but in 1967 a further extension took place, incorporating parts of Ford, Herrington, Offerton and Silksworth Civil Parishes into the Urban District. These areas were formerly parts of Sunderland Rural District.

Under the 1972 Local Government Act, Houghton le Spring U.D.C. was abolished and absorbed into the newly-created Sunderland Metropolitan Borough Council, as from 1 April 1974.

Houghton le Spring U.D.C. was one of the constituent authorities in the Houghton le Spring and Hetton Joint Smallpox Hospital Board (HB.HSH) and participated in the North-East Durham Joint Town Planning Committee (see UD.Bo/12-16)
