Administrative / biographical background:

Bristol School Board was set up in 1871 under the provisions of the Public Elementary Education Act of 1870, being the last major town in England to do so. Despite this late start and some press criticism, the board was acknowledged by government inspectors for carrying out its duties with 'more ability, fairness and success' than any comparable authority.

In 1903 the board was superseded by Bristol Education Committee.
