These papers are chiefly the papers of the two director generals before the current one, Sir Colin Thornley (1965 - 1974) and John A Cumber (1976 - 1984). In the two years between Thornley and Cumber there were two director generals, Sir John Lapsley and Air Commodore William Hibbert, but since neither was in office for long their papers do not seem to have been separated from these.


The exact form of the Headquarters and adminstration and the responsibility for files has yet to be established. There was at the time a Secretariat which may have had such a function. Not all these files are director generals' files. There are also files of the administrative director. The letters SECTT are used on letters as early as 1963.


Much of this material is correspondence, but there also seem to be copies of minutes of committees, including some which have not otherwise survived and are therefore not listed in the Minutes section of this guide.


A lot more close study will be needed before a more precise picture is formed about the exact provenance of the files, and the structure and functions they reflect.

Administrative / biographical background:

In October 1963, the structure of Save the Children Headquarters was as follows:


Secretariat - dealing with all matters handled by the director general, deputy director general, general secretary, co-ordination secretary, and assistant general secretary.


Finance department - all aspects of finance and accounts, investment and insurance.


Fundraising - appeals, penny-a-week, United Kingdom organisation (branches), London committee (London branches and special events), commonwealth and foreign (overseas commitees), Christmas cards.


Overseas Relief and Welfare department - administration of all overseas work (other than fundraising).


Commonwealth and Foreign department - liaison with commonwealth and other non-British staff.


Home Welfare department - playgroups, clubs, and residential homes, as well as Northern Ireland and Scottish work.
