Local Education Authorities were required under Section 42(1) of the Education Act, 1944 to prepare detailed schemes of further education for persons over compulsory school age, to be submitted to the minister not later than 31st March 1948.

These schemes were to include provision for full and part-time education in technical, commercial and art subjects, and also for leisure time occupations. In preparing its scheme the local education authority had to consider any facilities for further education provided for its area by any other bodies such as universities and educational associations.

A further duty imposed upon the authorities under section 43(1) of the act was the provision, within three years of the beginning of the further education schemes, of county colleges. These were defined as "centres approved by the minister for providing for young persons who are not at any school or other educational institution such further education including physical, practical and vocation training as will enable them to develop their various aptitudes and capacities and will prepare them for the responsibilities of citizenship".
