Description:

Has spent a week in Washington and has talked to both Kellogg and Hoare about "the Naval affair". Neither could see why Britain demanded such an immense increase in cruiser tonnage at Geneva. It made agreement with the U.S.A. impossible and Kellogg suggested that the only possible explanation was that G.B. was really building against U.S.A.

 

Puts forward various questions as to the reasons behind the increase in demand by G.B. as raised by Kellogg and Hoover and his own reciprocal explanations, using various figures, but asks W.C.B. if he could supply an adequate answer.
