In the winter of 1903/4 the Pagham Outfall Sluice, constructed in 1876 by the Reclamation Co. to drain the reclaimed area of the harbour, became blocked with shingle. This eventually caused land-water to be held up behind the Commissioners' sluices into the harbour, thus resulting in wide-spread flooding, especially in the Pagham and Runcton Level. Some improvements were made in the summer of 1904 by the Pagham Harbour Estate, but flooding recurred in the autumn of that year
