Description:

The records relate in the main to the present century prior to the establishment of the Conservancy, and deal principally with the administration and management of Chichester Harbour by the Corporation. They include papers relating to the various schemes for the reorganisation and rationalisation of harbour management and to the opposition engendered amongst interests dependent upon the harbour. During this period the commercial use of the harbour was relatively slight, but some of the earlier records, copies of documents produced as evidence in legal disputes, do throw some light on the economic exploitation of the harbour, canal, and canal basin

 

The basis of arranging the records is essentially that adopted by the Corporation. Originally files were arranged on a simple numerical basis, but ultimately a system of classification was introduced on an archival basis. This system of classification has been retained, and files from the original series incorporated within it, and reference should be made to the key list which follows for any divergencies in numeration. Administrative / biographical background:

The responsibility for the administration and management of Chichester Harbour was originally vested in the Mayor, Aldermen, and Citizens of the City of Chichester, and the rights of the Corporation to act as local harbour authority and the limits of their powers were vested in royal charters and confirmations going back at least to the reign of Elizabeth I

 

The need to formalise the authority of the Corporation over the harbour, and to reorganise harbour administration and management, became increasingly apparent, and in 1937-38 the Corporation sought to re-affirm its rights over the harbour in the Chichester Corporation Bill

 

Further attempts were made to rationalise the administration of the harbour in the 1960's, and in 1971 the Chichester Harbour Conservancy Act set up a new authority to control the harbour. This body, known as the Chichester Harbour Conservancy, was vested with the powers formerly undertaken, in respect of the port of Chichester, by the Harbour Committee of the City Council, and, in respect of the harbour at Emsworth, by the Urban District Council of Havant and Waterloo. Its basic functions are to conserve, maintain, and improve the harbour, for the use of pleasure craft and other small craft, and the amenity area, for the pursuit of leisure and recreation and the conservation of nature
