Administrative / biographical background:

The location of Offices Bureau was originally charged with encouraging the decentralisation and diversion of office employment from congested areas in central London to suitable centres elsewhere, and to take such steps as would be necessary for this purpose, including the provision of information and publicity and the promotion of research. In August 1977 this role was changed to attracting international concerns so that they located offices in this country and to giving particular attention to the promotion of office employment in inner urban areas, excluding central London.
