The London Housing Survey Committee was appointed by Sir Keith Joseph, Minister of Housing and Local Government, in August 1963, under the Chairmanship of Sir E Milner Holland CBE, QC to survey the housing situation in Greater London (as defined in the London Government Act 1963) with particular reference to the use, maintenance and management of rented accommodation, whether privately or publicly owned, and to the relations between the occupiers of rented accommodation and private landlords.

The report, published in March 1965, set out the results of a thorough-going investigation of the housing situation in Greater London, with particular reference to relations between landlords both public and private and their tenants. Many of the conclusions were reflected in the Rent Act 1965.
