Administrative / biographical background:

In 1908 the legal sections of the Elementary and Technical Branches were merged to form a separate Legal Department or Branch, which later incorporated the legal sections of other branches.

The Legal Branch provided advice on all questions of law and drafting and undertook work under the Charitable Trusts Acts and the Endowed Schools Acts. It also took an active part in parliamentary business including the drafting of legislation.
