Custodial history: In 1967 when a joint Foreign Office/Commonwealth Office Consular Department was established, the records of consular work in both Offices were shared, but not merged or re-registered. The records of the joint department passed to the Foreign and Commonwealth Office when it was created in October 1968.

Administrative / biographical background:

The Nationality and General Department was responsible, among other things, for the conduct of consular relations in the Commonwealth, and this responsibility passed in 1965 to a new Nationality and Consular Department, which continued its work after the creation of the Commonwealth Office. In 1967, in preparation for the formation of the Foreign and Commonwealth Office, consular matters were an area taken over by joint Foreign Office/Commonwealth Office departments, and the Joint Consular Department handled all Commonwealth consular matters from then until the formation of FCO in October 1968.
