In 1914 Sir Alfred Ewing, Director of Naval Education, established an organisation to decrypt enemy naval wireless signals. Known as 'Room 40', responsibility for the organisation was transferred to the Naval Intelligence should be Department of the Naval War Staff in May 1917. A Government Code and Cypher School (GC&CS) was established in November 1919, merging 'Room 40' and MI 1(c) under the Director of Naval Intelligence Commodore Hugh Sinclair. Formal responsibility for the School was passed to the Foreign Office on 1 April 1922. |
