Yakoff Christoplanvich DAVTIAN: Russian. A protege of Stalin, DAVTIAN founded with DZERZHINSKY in 1921 the Foreign Intelligence Department (INO) of the OGPU. In 1919 he had arrived in Paris, ostensibly as a Bolshevik Red Cross delegate, and was later Soviet Ambassador in Persia, Greece and Poland
