Administrative / biographical background:

The European Community Division 2 was created in 1981 under the European Community Group, and thereunder the Overseas Finance Sector of the HM Treasury. Its main functions concerned: EC budget; budgetary aspects of community policies; own resources system of financing the budget; co-ordination of work on EC economic policy including preparations for EC Financial Ministers meetings; co-ordination of HM Treasury's response to the interests of Parliament in EC matters; enlargement of the EC.

Division 1 also existed under the European Community Group which covered matters of EC monetary questions including the development of the European Monetary System; EC credit facilities; the EC Monetary Committee; European Investment Bank (EIB); Reform of the EC policies and budget agreement reducing UK's net contribution.
