Administrative / biographical background:

The Accounts Division of the Ministry of Transport and its predecessors was responsible for the custody of funds, the payment of claims, the collection of receipts and the maintenance of complete accounting records. An internal audit branch carried out periodic local inspections; a costings branch prepared periodical statements of running costs and revenue of certain civil aviation establishments.

The Division assembled the data prepared by Finance Divisions for the Ministry's annual estimates for submission to Parliament. It also prepared from its accounting records the Annual Appropriation Accounts for each vote, which were presented to Parliament.

The Accounts Division was also responsible for keeping a number of other accounts including the General Lighthouse Fund and the Seamen's Savings Bank for presentation to Parliament by the Comptroller and Auditor General. The Division also co-ordinated the collection by local authorities and payment into the Exchequer of motor vehicle excise duties and fees for driving licences, for which it rendered a motor tax account.
