In 1845 a board of Improvement Commissioners were appointed to "pave, watch, light and cleanse" the streets of the parish of Wallasey and to acquire the ferry services to Liverpool. They appear to have neglected their responsibilities, and the following a petition to the General Board of Health in London, were displaced by the Wallasey Local Board of Health in 1853. The first Local Board consisted of six members each from the townships of Poulton-cum-Seacombe and Liscard, and three members from the township of Wallasey. This area was extended in 1877, and in 1881 had a population of 21,192. During its existence the Local Board carried out various major schemes, it laid out a drainage system, parks, and the river frontage; and in 1858-63 purchased the Seacombe, Egremont, and New Brighton ferries. Under the Local Government Act 1894 the Local Board became an Urban District Council. A Charter of Incorporation was granted in 1910 and County Borough status in April 1913. Boundary extensions included the parish of Moreton and part of Bidston in 1928 and parts of Saughall Massie and Upton in 1933.
