Administrative / biographical background:

Walter Richard Owen was Clerk to the Guardians of the Lewisham Union from 1918 until its demise in 1930. He was Lewisham's first Labour Mayor in 1945, and served as Chairman of the LCC from 1948-1949, having been a member since 1934. He was also Chairman of the Management Committee of Lewisham Hospital, as well as holding a number of other posts.
