(This survey is probably the one mentioned by Carlson op. cit. on pp.43-44. Carlson writes "... consequently [to a conversation with Joseph Sandars, William James] ... offered to make a rough preliminary survey for a railway to Manchester ... What he suggested involved little more than going over the ground between Liverpool and Manchester and, on the basis of an ocular survey, to give an opinion of the practicability of constructing a railway between the two cities".)
