On 1 January 1988 the Society of Civil and Public Servants merged with the Civil Service Union to form the National Union of Civil and Public Servants.

In 1996 the Inland Revenue Staff Federation amalgamated with the National Union of Civil and Public Servants (NUCPS) to form the Public Services, Tax and Commerce Union (PTC), under plans agreed in October 1994.
The National Union of Civil and Public Servants was created from a merger of the Society of Civil and Public Servants and the Civil Service Union in 1988.

The Public Services, Tax and Commerce Union was created in 1996 by the merger of the National Union of Civil and Public Servants (NUCPS) and the Inland Revenue Staff Federation (IRSF).
In March 1998 the PTC amalgamated with the Civil and Public Services Association (CPSA) to form the Public and Commercial Services Union (PCS).
