The Freight Coordination Division was established in 1967 following the White Paper on Transport (Cmnd 3057, 1966) and the White Paper on the Transport of Freight (Cmnd 3470, 1967). The Division was responsible for general policy relating to the coordination of freight transport and the integration of freight services into the public sector.

In 1970, responsibility for freight was transferred to the Department of the Environment.
