Administrative / biographical background:

The Committee on Political Activities of Civil Servants was set up in 1976 under the chairmanship of Sir Arthur Armitage. Its brief was to examine the involvement of civil servants in national and local politics, and to make recommendations concerning such activities.

The committee produced its report for the Prime Minister and this was published in January 1978.
