Administrative / biographical background:

The appointment of 'whips' to manage the attendance of Members of the House of Commons in order that the Government's business programme may proceed has its origins in the development of government by party. The Whips' offices still rest only on custom and practice but their role has become more formalised during the twentieth century and particularly from the time of ministers and MPs becoming salaried. The Government Chief Whip in the House of Commons is now usually appointed as Parliamentary Secretary to the Treasury, but does not discharge any Treasury departmental duties; civil service support of and financial provision for the Office is customarily provided by the Cabinet Office.
