Section 17 of the Disabled Persons (Employment) Act 1944 required the Minister of Labour and National Service to establish a national advisory council and district advisory committees. About 200 of the latter, known as Disablement Advisory Committees (DACs), were established throughout the country. DACs were normally reconstituted every five years but individual appointments could be made by the Minister.

The functions of the committees were both advisory and executive. In their advisory capacity they were called upon to survey the general resettlement of disabled people in their districts and to make recommendations on any steps that should be taken to meet it. As executive committees they were required to report and make recommendations on matters specifically referred to them under the various provisions of the 1944 Act.

In March 1981 the Disablement Advisory Committees were wound up and replaced by Committees on Employment of Disabled People.
